Suggestion: Rework Lockout System and T1 Debuff

Hello Gamers,
With the latest patch changes to the lockout system and the introduction of the new debuff, there are some unintended consequences that are already negatively affecting Tier 1 gameplay.
First, applying the lockout system to T1 creates a major loophole. Veteran players can now deliberately keep their characters at low levels (around level 5–7) and fully abuse the bolster system. By doing so, they gain a significant advantage over actual new players, while avoiding progression entirely. We are already seeing organized groups planning to maintain multiple twinks specifically for this purpose.
As a result, T1 is increasingly populated by experienced players farming beginners, rather than serving its intended purpose as a learning environment for new players.
Second, the introduction of the debuff in T1 feels unnecessary and counterproductive. Cross-realming (Xrealming) is virtually nonexistent at this tier, so the debuff does not address a real issue. Instead, it effectively acts as a buff for veteran players who are looking for easy fights, further widening the gap between them and genuine newcomers.
Suggestions for improvement:
- Remove the lockout debuff from T1 entirely, or significantly adjust it so it cannot be exploited by low-level twinks.
T1 should remain a space where new players can learn the game and enjoy fair fights, not a playground for veterans exploiting system mechanics.
These changes, in their current form, risk harming player retention and the overall health of the game.
