Two, no 3 questions from a new player

Hi there,
as a new player I made it as a brave dwarf to level 16. First thing I learned is that looking like a chicken in RvR is no evil Goblin hex, just a sign to move on
With my newly 16 I jumped in a RvR zone, I don't remember the name, but this was strange and cool at the same time. So many people! I just followed the leader did my best to heal everyone, that was Ok. I have no idea what the commands meant "going WS" or something like that, but following the big pack was nice and a feeling of a real big battle. At some point the leader shouted a command, everyone disappeared and I had no idea where are the warband went to. I asked and was removed from the group. But this is Ok, I don't expect hand holding for a newbie in a random group and I had my fun.
To my questions:
1) From 16 now on, I read that sewers is a good starter for a gear set. What would be a good idea for leveling? More doing scenarios as RvR? As a former WoW player leveling == PvE is still in my brain, but I got it that RR is more important as CR, so my plan was to skip PvE. The thing with RvR is there is so much going on for a newbie. And I am feeling a bit as the toddler, sweet 16 and all these 40. I don't want to be dragged through content, I want to contribute what I can in my small level.
2) Is there any PvE content that is wise to do? Special quest chains that offer something I should not miss or so?
3) Ah and a third one which confused me. From my understanding the gear at the war camp vendors I need to buy special peaces in T1 to unlock T2 and so on. Here on the forum I read that low level items for war crests can be skipped. But when I skip them, I will not be able to buy T4. Confusing...
