You can't. There used to be vendors for that in the guild tavern.

Containers yes, higher lvl essences come from salvaging.

Where are all of the 18,19, and 21 talismans coming from? Are these crits from higher level fragments from salvaging or fragments from broken down blue and purple dropped items?

Yes from purple 125-150 fragments
