Raven host vanguard

at the changelog of 29/07/2014 says the stage 2 of raven host vanguard was fixed but when i reach stage 2 after 1 min standing right beside the npc that you are supposed to protect it fails and the reset countdown begins,and also the area influence when i go to rally masters of the specific area i can't chose my items according to the influence i have is this a bug or it was fixed or something?
