Return of Reckoning

Hi, i have a problem, always I travel to inevitable city im teleported UNDER the city, i used the Book to recall my rally point and travel again, the result was same under the city, i use /stuck command and travel again to inevitable city and result was same.... under the city .... could it be fixed ?
