My Chaos t3 influence was bugged as well, even after the update which fixed it. What unlocked it for me was going to the northwest PQ in High Pass. IIRC, the coords were approx. 20k, 52k (just keep the wall on your right as you are riding up the path and you'll hit where I was when it unlocked).
I mentioned it in /advice yesterday, and at least one person reported that it unlocked for him after following my instructions.
Your mileage may vary, but it's worth a trip to find out. Also, when it unlocked I had all the influence I should have accumulated--so no worries about your previous zerg-time being for naught.
EDIT: I just check my map in game: 19k, 5k is the approx coord. Sorry for any confusion.

I can verify that this worked for me, I hit the unlock at approximately 19k, 5k; just west of where the road goes through a breach in the wall.
