Extremly rare capes on people?

How in the hell are people able to have these? Is there some sort of exploit people are abusing with the ToK unlock merchant in order to get these?
I even saw a BW that had the Dragon cloak that requires you to kill a 1000 dragons in order to have
Someone tell me what's going on >_>

they where handed out during events iirc

Lol.
The Pegasus cloak was handed out during Valentines, feb 2015.
The Dragon Cloak was handed out during Halloween. They both came from event quests at the time.

i did tell the grp it was from an event ages ago. the cloak doesnt have any stats on i might add

I hope we have another event soon, maybe another Christmas event? Maybe instead of The 12 Days of Christmas, we can have the 12 Days of Murder. Since there are 12 different classes, it could be kill 20 Marauders/toast 20 Marauders on Day 1, kill 20 White Lions/toast 20 White Lions on Day 2, etc... There could be 3 tiers of rewards: complete 6 kill/toast class quests = tier 1 reward, complete 8 kill/toast class quests = tier 2 reward, complete 12 kill/toast class quests = tier 3 reward.
