Suggestions to improve Engineer Rifleman dps

I don't want to do a big wall of text, so I will just put the suggestions up.

Basically it is a restructuring of the tree.

Switch the 6 point ability crack-shot with the 14 point ability phosphorous shells.

As an end tree ability phosphorous shells is extremely lack luster, it is a weak AoE in a ST tree, with reduced range. But as a 6 point ability it becomes an interesting side spec option for someone spec'ing grenade or tinker.

The next step is to change crack-shot. One of the bigger issues rifle has at the moment is that it is tied into 2-3 second casts, and long duration dots. It takes 3-4 seconds to get damage on target, which means we can't take advantage of openings, made by good positioning, or good CC use, as well as other PRDS or MRDPS.

Make crack-shot instant, the disarm could be removed, or it could stay, and drop the CD to 20s. This puts it inline with similar abilities on BW / SH / SW / Sorc.

The last suggestion is to change the mid tree 8 point hollow points tactic. This is a fairly useless tactic. The damage from the dot does not scale with stats, the higher the level you get, the crappier it gets. I would suggest changing it.

Change it to a crit damage tactic.

25% crit damage increase for rifleman dots. That means Incendiary rounds, signal flare, and phosphorous shells.

Now these changes are not going to balance Engi ST with BW or any of the MDPS, but it does clean up the mastery tree a bit, open some interesting spec'ing options, and cleans up the rotation giving a finishing move.

It doesn't drastically change the style of play.
