Allow lower levels to do Skaven Cloak quest

A lot of people aren't going to have to opportunity to get this cloak and it's next to impossible to get the cloak for your alts. Allow lvl 12 players to do the quest too! If you're the type who doesn't want many people to have it then understand that this is a once a year event, in a few months it will go back to being an exclusive item as new players and alts are made.
