The devs remedied this problem before by forcing SCs to only start when there was a certain # of classes available(e.g. wouldn't start if there were no healers) or something to that effect for more balanced SCs. It worked but random pugs cried too much about que times because all they wanted to do was play their DPS and since DPS classes are the most common in the game not all of them got to play at the same time.
And now instead they cry about things like unbalanced scenarios and premades. Go figure.

I've pubed SC's with no healers and won. So it's not a big deal.

The "matchmaking" system is so bad that it's hardly worth playing as a PUG at the moment. I don't mind a grind, I do mind a grind when it's driven by RNG and group composition is the main determinant if you win a scenario or not. Too many scenarios are quite simply unbalanced and you either roflstomp the opponent, or you stand very little to no chance yourself.

If each player in a group counts as 2, it would be more challenging for everybody. At the moment it is just 95% boring to have a premade in your team or as enemy.
One side has a 2 member group. So it would be 11 vs 12
One side has a 6 member group. So it would be 6 vs 12
One side has a 6 member group and the other a 3 member group. So it would be 6 vs 9

pug SC is hard - i queue a lot solo

either tanks are not guarding or healers not healing and if both do, the Dps are not assisting
I also think that matchmaking in the 2/2/2 meta is wrong for SC because it dos not reflect the numbers
I would prefer a priority on 1 Healer + 1 Tank and than checking for best options
if enough healer exist
a 2healer 1Tank 3DD grp - but more DD than Tanks (because of more DD in queue)
or 2/2/2 - and Tank and DD are even in the queue
if NOT enough healer exist (depends on DD vs. tank ratio in queue)
1 Healer 2Tank 3DD - enough guard and dps to end fight quick
1 Healer 1Tank 4DD - quite risky, but can work if DD assisting and tank swapping (
1 Healer 3Tank 2DD - can work only needed if more tanks in queue than DD
no Healers at ALL (dpeneds on tank /DD ratio)
3Tank 3DD - enough tanks to soak dmg enough DD to end fight quick
2Tank 4DD - still soaking dmg hell of dmg to end fight quick
afterwards just mix depending on ratio

You have to think constantly hard-forcing the scenario manager to make teams perfectly even will cause the wait times to be 30minutes. Apparently there is someone who would like that. But I prefer choice, and you always have one. If the queues are constantly being terrible because of lack of role balance, it is almost always because the lack of roles being on. You cannot force people to play roles. But hey, you can just stop queueing for scenarios or you know switch to the role that is under utilized.
