I'm not sure I understand: presumably it's been verified by the client because that's how it was on live (since it's what's being emulated here)? So are you saying that the only reason you don't think it's worth analysing, and even that any discussion about changing it is unnecessary, is because that's how it was on live? That would seem to strongly contradict your past statements on RoR's future balance/changes so I guess there's more to it.

I don't see that 'common sense' would suggest any such thing; if it weren't for the perma aura resist debuff it would actually be really useful for any proper grp that assists (BWs alone will thank you for it - affects both their dmg types). Regardless, I specifically avoided giving an opinion on whether HB/WoH should or shouldn't stack, and was just looking to find out whether it was an exception or not, and then leave it open for ppl to talk about - if it is an exception, ppl might think it's an acceptable one and so think no change is necessary.

Maybe I've misinterpreted your post, but it comes across to me as a flippant attempt to suppress a discussion which may -vely affect SMs. It seems impossible for the player-base to be "in charge of balancing this" if you decide what is and isn't worthy of discussion.

You've misinterpreted my post. I assumed your implication was that two Buff-type effects stacking together was a bug and that I should fix it immediately because of that. I'm merely reinforcing that as this is not a bug, I cannot change it now.

I thought that "no skill changes until T4" was common knowledge.

And yes, my bad on H'B, since it debuffs all resistances.

are changes to when skill/tactics are made available to certain classes possible or is that off the table too?

To be honest with you, I'm not sure about the protocol on that. I would support it if it made balance in lower tiers better, but I don't know if the other staff would.

There wasn't, however, anything intended other than what I wrote: to see if anyone knew of other abilities with similar stacking behaviour or whether HB/WoH's was unique, and given that, to invite discussion on how ppl think it should actually work, regardless of live, like the other theory-crafting discussions we've had in the past.

It was common knowledge but I'd say it's a mistake to believe that everyone still thinks that's absolutely the case now. You've expressed your own view - which I personally agree with - that it would be better to implement some tentative skill changes before t4 (e.g. switching tactics, even temporarily, like SH heal debuff poll, and changing the crap SM mastery ones iirc; suggesting switching Eye Shot with a t3 ability), and some other changes have already been made, off the top of my head:

-WL dual-wield; not skill-based but it's a buff that affects pvp balance, even if it's relatively small; not a bug fix,
-No procs on mdps throw-axe (agree with this, incidentally, but was it categorically a bug on live? If not, it's a non-fix change).
-SW's snare doesn't stack with self-punt; I'm extremely happy about this ( :P ) but again, was it categorically a bug? The fact that it was, afaik, unique behaviour doesn't mean it wasn't intended, but the current intent seems to be to leave it as it is now. There might be evidence tht it was indeed a bug, but if not, it's a non-fix change.

The point, anyway, is that the position "No [skill] changes until t4" doesn't seem as concrete as it once was, so it's not surprising if there's some confusion about what can and can't be considered open to change at this point.
