What if the XP off could only be obtained a level that would prevent 21 twinking? Maybe make it so you would have to obtain the ability at certain levels .. say 18 or something... This way you still get to be an uber 18 but non xp off players could still be higher than you.

This is exactly my thought. The lower tiers are training areas for T4. I
especially object to players twinking in T1 - a tier in which new players come to learn the game. I've always felt that was scummy behaviour, comparable to smurfing with new accounts in matchmaking games because you think you're entitled to play against lower level competition than your own level.

I've been a super equiped twink for 2 years and my sw could take out 3-4 "regular" choppas at the same time in
melee which is just wrong. People must move over tiers. Reached t4 but wanna play t1-t3 again? Just make a new toon!

Maybe it's because people don't get appropriate items for their rank fast enough to not outrank them. And when they get talismans, they save them for later. Why waste a good talisman for maybe 1 hour play time?
The gap between normal item standard (+ talismans) and "super twinked" is quite short.

No, it's not. A twink can afford to spend hours or even days grinding for superior items or crafting best tals avaible and brewing the strongest pots. And while the difference between a single blue and green item is small, in the end those tiny advantages all together give you a HUGE power boost.
I've tried to reach the strength level of my toon while playing normal characters. It's nigh impossible.

In every mmorpg that is PvP oriented, XP off has killed the first rvr tier/battleground etc. completely for new players and in time killed the servers because new players get discouraged and quit the game before even experiencing it fully. It would happen just the same here of course. If you don't have the skill to survive at the top tier with equal gear as your opponents, then learn to play rather than demand unnecessary gear advantages over other players. The fastest way to learn is to play only one character instead of rerolling all the time when you reach level or renown caps.

Anyone remember the apprentice system? I ended up seeing more then a few players running 900 armour pots and 110 str.

Haha yeah I remember it well. Also remember the 80% damage boost items for bw/sorcs and the GREATEST scenario of all time: Grovod Caverns. And of course it was practically always in T4 rotation too

T2 odjira was another good one to have I gave one to my friends arch mage. I also knew a player that had 3 glyphs, assasins/gem cloak and 2 pockets in t3 dude hit like a train.

T3 xp off as Witch Hunter capped at level 31 or 32 was it (minimum for LotD purples). Had more DPS than RR100 T4 because bolster upgraded those weapons 8-9 levels higher.
