Didnt read everything but maybe this is helpful:
on live:
Absorbdmg was mitigated by toughness, not armor, not resistance.
Only mitigation via resist or armor was shown in the combat log.
Therefore no mitigation was shown in case of absorbed dmg.
in ror:
I was told that toughnessmitigation is displayed in the combat log.
Therefore you should see a mitigation now in case of absorbed dmg unlike on live.
Maybe this disturbed tesq.

It's working the same way it did in live. Mitigation by toughness is calculated first, then absorb is applied. Mitigation by armor/resists is applied to any remaining damage.
I don't know where Wings has got the idea that mitigation by toughness wasn't shown in the live game, it was always shown as part of mitigation in the combat log.
These are some old screenshots from the live game showing how absorption and mitigation were displayed in the combat log. The ss is of my AM. You can tell it's from AOR because the toon is level 40, it's in the Chaos Wastes, and it has jewellery, trophies, gear and a mastery spec that isn't currently available in ROR. Conveniently, I was actually testing mitigation at the time, so I have the toon's paper doll displayed, so you can see its toughness and armor values.
