not for me i need a brake from rvr to go and do some other thing the game haze like pq/dungions or tome unlocks

Never. (The assets are not in the client)
Adding new content would require that we...
- Unpack the art MYP archives
- Design and add the new assets. Pray that the client can render them without issue. I don't know how we would do either.
- Update the client's internal asset DB
- Repackage the new MYP archives
- Require every player to re-download the updated client.
6. Deal with angry Games Workshop and their bloodthirsty lawyers
As far as I remember, the main argument against adding new content was that changing the client files would violate the copyright rules and unleash the wrath of GW on the server.
Maybe something changed since then, idk

But the devs have already added new content with events and quests

It wasnt released. Its dwarf capital. All capitals except Empire and Chaos never been released.

Why is that? Jewelry + cape was OK and everyone who put minimum effort for Lotd RvR could get them.
Tyrant gear was adequal to Warlord gear so no game breaking issue here neighter.
"Tyrant" weapons was adequal to RvR ones and (maybe) worster than sovereign ones. Also no issue here.
Absorb pockets also purchasable for everyone who spent few runs in SMALL tombs.
The issue was undefendable pockets, talisman procs, bugged OP talismans in general was the issue.
Except those 2 mentioned I dont see any game breaking issue, but a lot of PvE fun with skelletons, mumies and other Lotd NPCs same as big place to RvR for zone dominance and world boss Colosus kill attempt at the end
