I think having T2 stand on it's own would be fine while maintaining T3 and T4 merged. There is just such a huge gap between T1 players skill level and T3-T4 that even with the boost the player is cannon fodder for weeks and thus really learns nothing about his/her class role until finally achieving ...

Aside from a few twilight hours it seems server population might be able to support T2 being split off from T'3 and 4. I think this would allow for more active T2 arenas where T2 rank players could actually enjoy and learn Keep siege and defense without having to deal with rr60+ players farming them...
