You can do only pvp ,but you are better off doing pve dungeons for gear and ward unlocks so once you get to 70+rr you got saved up warcrests for BiS gear right away .

I think it will promote people to farm warcrest whit the characters that they have and are OP and BiS so it will be unfair to any new comer or someone who is undergeared.
