The Sunset window for vendors is normally ~3-5 days after the event ends.

There are Influence Weapons you can get from both your City Dungeon (Sentinel set) and Bastion Stair (Bloodlord Set). Good question! It's something we would like to add back in someday, but no ETA or confirmation on it yet. (Ability system is getting all the attention right now.)
