On LIVE, I had a couple toons on a PvP server. War was truly EVERYWHERE.
It turned into a corpse camping, grief-the-leveling, shitshow IIRC.

So dumb to put a quest in that requires a fort to be available. You cannot go through a gate to go through keep unless I am missing something.
