From what I've seen, they do not stack with potions. I wouldn't go so far as to say they shouldn't even be set bonuses, but I'll slot a third Merc piece rather than six BL now.

If you love to craft I think you might enjoy apothecary more. Tie that to the cultivating skill and get the miracle grow addon like Gerv said. Please no. The bag roll that the losing realm gets on zone flip now helped a ton with x-realming in my opinion. This would have the opposite effect. Conq meds are supposed to be hard to get; it's incentive to continue playing.
