Is your launcher in the same folder like the WAR.exe and not in a special folder?

Run launcher as Administrator, make sure the FOLDER (not the launcher!!!) isn't set to "read only".

This can be done by right clicking the game folder > properties > uncheck "Read Only" > OK.

I had the same error now after doing that fix I got a new error code.

Data.myp:
System.Exception: You need to stop application currently using the following file: data.myp
at MYPHandler.MYPHandler.WriteFileToArchive(FileInArchive archFile, MemoryStream MS)
at MYPHandler.MYPHandler.ReplaceFile(FileInArchive archFile, FileStream newFile)
at RoRLauncher.Client.UpdateWarData()

Hi, Eastrid.

It seems, the the launcher thinks the file data.myp is being used by another process. Either moving the folder to another location or a system restart should resolve it.
