No inventory

Hello, I am new even though I have had a registered account for a while. The question I have is about inventory/ bag space. When does it open up? I am looking but can't access an inventory to equip new items, and there are no bags for sale in the beginning. How do we access it, or is it a bug?

bug
restart game + launcher
happens if your launcher failed to improperly download latest patch changes
