Okay i am back after about a year and now i am naked on all my rank 40 characters. Do i have to do all this Ward **** on all my characters to get dressed again?

Been looking everywhere for the 3 last quest items: Guilty Pyre Searched 0/1, Guilty Rack Searched 0/1 and Guilty Cage Searched 0/1 i Talabecland and there are no where to be found. Even looked at videos on youtube to see where they are located and there is nothing on the spots indicated.
