could just do a minor change with Broad Sewering + Razor Strike and change 3 targets up to 6 or 9 and call it "almost viable". If you want to do high burst, play WL. If you want high sustained dmg and high AoE, play Slayer. If you want high crits + mobility, play ASW. I think some devs in past (maybe it was Natherul) said that they expected cities to happen maybe once per week, after some coordinated realm wide push through multiple fort zones. Pretty sure no one expected the first players to be full Sov within 3 weeks of city launch, nor the current "rare" event...

-1500 debuff
-600 armor bypass from ability
left with 1400, which is maybe 35% ?
add armor pen, 20-40% depending on spec+procs, subtract from remaining physical mitigation percentage, you have your 5-10% remaining mitigation as the dmg taken implies.
