The quest is not bugged,i did it yesterday. Like the others said,the npc has no quest sign over his head. There will be a few others in this quest line where it is the same (the msked shadow for example or zephyr the eagle) could you give the zone and loc of the NPC. I went to where the wiki stated ...

currently have full merc gear and saving for dominator for when I hit lev 40 (currently 39 RR42).

What are considered the best in slot items for jewels (I have the genesis ones), belt, cloak and staff ?

using Harbinger staff at moment for raw Int and wounds boost. (87/87)
