With the introduction of the LV and Onslaught sets, gearing though pve has never been easier.
Pugging LV can be a challenge, but you can very easily get to pre-bis in 1-2 weeks even if you aren't in a big guild.

Best advice is to look for guild warbands that are running regularly in you timezone. Look for messages in /5 that says something like 'guildname' organised warband looking for tank/healer"
Doing premade sc groups on the weekends is also a great way to get to know people.

Best fix seems to be to use a VPN to change your region. This has fixed the issue for many people, myself included.

Slayer damage has remained roughly the same as far as I can tell, but has become a lot easier to kill with these changes. You are just easy meat to any sustained mele pressure or a couple of rdps surfing the warbands.
