You should probably take off the tinfoil hat. Any addon that doesn't actively swap an ability from a hotbar with another one during combat will work (e.g. not incur the 3s GCD). Seeing as PlanB merely changes your primary hotbar from one to the next, it works. I don't see how you can infer anything...
