I am getting the same thing. I have added ror to the windows firewall, disabled AV, rebooted as suggested above and it did not work. Ran from install folder as opposed to shortcut, same outcome. Checked all windows logs and no errors or even a log for ror. Disabled firewall, reboot still no change ...
