Setting aside how good (or not) pve is in this game, you have quite a lot of content for it, featuring campaign missions, dungeons (one of them is for characters 16+, others are usually done on 40), pqs and tome unlocks, and you can definitely do all of that. To my information IB has guard, challenge and hold the line, so it's nowhere near useless. Tanks are needed anyway, and lacking unique group utility doesn't mean ib won't find a spot in most warband. This is about where it should be mentioned that BG is also the only tank that is ultimately more useful for a warband 2H than snb, at least one of those. Then you bring two amazing utility abilities in AoE snare and aoe crit debuff. In snb on the other hand BG is only as good as you enjoy playing it...
