So what can we understand under procs?
Tactics like Chilling gusts, Swelling gloom?
Or weapons like subjagotor ( jolt etc)

Which kind of procs? Weapons only or also skills ,tactics, dots?
So this means rdps classes are weaker now( ( Dots are important for them)...
