Do we know the range of the debuff? A RP with cleanse tactic + heal added to it could keep group Mdps/tank chars cleansed if the rdps and healers stay out of range? Obviously not as optimally as WP, but, optimal groups cannot always be formed.

Is the RvR element of this Quest startable, the listed NPC doesn't give a kill quest to do?
