Return of Reckoning

I know it should, I'm asking why it isn't.

So, I got the quest "[Kegs End] Drinkin' Without Hackin'? Naaa!" which requires me to collect barrels in the Black Fire Basin scenario. However, I can't queue for it. Now I know the scenarios cycle, but how am I supposed to finish the quest line now? Don't tell me it was planned to be uncompletable ...
