It's direct contradiction to "no leeching" logic. When you get nothing for taking empty keeps. You don't have to force split them, give them more renown and extra bag rolls for contribution in "underpopulated" zones. People will gladly split. There is already such buff. They don't split. I think ORvR needs some additional mechanic to prevent heavy numbers to clash in keeps and spread the numbers over open zone(s). It's player issue.
It takes just one WB to siege empty zone to start spliting zerg a bit.
