What is wrong with event capes? Why others don't see it on my character?

Hello! I would really like to have a good time in the Land of the Dead, but the timing is absolutely not convenient. It would be worth changing it to 20:00 one week and 22:00 other.

Why don't to connect professional resources with PQ's, so this part of the game will be more necessary.

I've done all KaK quests but still there r no quest for this axe.
