Return of Reckoning

I've been wondering this for a while and there seems to be a lot of saltiness when it comes to PvE content in WAR and RoR. I'm just wondering why this is. I get that WAR is a primarily PvP game, but it did have PvE elements in it. People who suggest things like getting rid of PvE gear and content ...

I thought the purpose of RoR was to get the game back to the point it was before the servers got taken down. They're not trying to re-invent WAR just restore it.

I'm curious as well as to why the quests go down so intermittently and what the cause/reason for it is. Is it a stability issue? Or do quests need to be taken down for some development reason?
