I know armor pen is calculated after armor debuffs, but is the set bonus additive with weaponskill or calculated after weaponskill?

Does anyone else have an issue with certain action bars not working after server crashes? You have to completely restart comp to get it to work again?

I honestly don’t know what is causing it. I just noticed it happening in random situations. I was attack a BG and he parried like 3 of my recklessness hits intermittently and a few auto attacks after for one example.
