Here's a counter-suggestion and maybe a bit of a hot-take:
Remove the early (2- and 3-piece) stat-bonuses like +wounds,+str/will/etc. instead and replace them with something more meaningful. (read: something that isn't as lame as plain stats)

That bonus gives (almost) full sets at least *something* desirable besides pure and plain stats.

These odd potions are great! Removing them was, imo, a huge mistake.
If there is certain classes overperforming (in pve or wherever) with them, why not reduce the amount of reflected damage or increase the interval? (similar to how KotBS/Chosen auras work)
Those flame bombs could also be adjusted ...
