As an on and off player all I want is better/more populated/working scens and good incentive to do anything other than blob and farm kills for RR in RvR, plus more reason to do city sieges now that currencies are unified.

Regardless of the specifics we agree there, and I do agree with the changes overall.
The renown grind will probably also be a lot more tolerable if or when RvR gets reworked away from box ...

New players might find it hard to get in dungeons though, and probably leveled "incorrectly" so hit 40/45 and are standing there with the armor equivalent of wet toilet paper getting shredded by anyone who's played more than a few months.

No one I've spoken to who levels purely through SC can keep their RR up to their CR with the current balance. It still won't be ahead even if you do weekly RvR every week, which is already a pretty decent time investment, unless your faction is the winner every week.

Well right now half the classes are seen as undesirables in ORvR. So it's understandable to prioritize a foundation of viability for everyone instead of creating a great ORvR that only half the classes can even play.

Agreed wholeheartedly with the general gist of OP's post.

ORvR is in a rough state right now, there is little objective based play because it is so unrewarding to do.

The idea that an undefended or uncontested BO, keep, zone, whatever is a "handout" seems strange and silly to me.
The enemy realm fails to show up to something that contributes to realm war victory and it's my WB's fault?

I had a similar thought in my own feedback thread.

SC's just don't give enough RR to even keep up with much less exceed your CR and make leveling a headache because you are constantly trying to keep your RR ahead of curve.

This has a snowball effect of people avoiding any content that isn't orvr ...
