That Captain is supposed to be in Thorshafn tower...but there are only 4 guards and that is all...

Problems with True Test and Promise of Power Quests
Hi,
i cannot complete 2 quests...
1st is True Test (kill 2 Tower Guards + Captian Von Wilke), but Captain is nowhere to find.
2nd is Promise of Power ( i have to take part of Runious power public quest - but when I wait for reset...it does nothing, it is still ther "invisible" reward chest ...
