Agreed, more quest slots is needed. When the scenario quests were taken out, the amount of quests were reduced, so it should be doable to add them back.

Before the patch, shield WP in PvE brought significant AoE damage, sacrificing the Salvation tactic that gives AP to the party, but providing strong damage and great healing.
