No idea how to run cmd as Admin,,, Using Windows XP

I've downloaded it via Mega

Already reinstalled (unrar) it 2 times... Directory is not read only and I run launcher as Admin

Also already run Performance Counter (from JeFawk)...

Nothing has changed... Same error

problem still exist... any solution?
