I've seen opinions suggesting that DEF WE should be left as is because it's a niche build not needed in parties or WBs. If that's the case, then DEF WL, DEF Magus, and DPS RP/ZLT are also niche builds, so I think they should all be left unchanged as well.

The thing is that DPS healers have almost always been OP in small scale in every MMO, it's in the concept of hot/dot/ranged vs none healing classes that gives the advantage. Its not impossible but harder to balance(shaman/AM are weaker than they used to be).
