Return of Reckoning

Is there a way to remove the draggable, clickable icon in the options? I don't see one but hoping that I am just missing something obvious. I have a warboard icon that does the same as the draggable icon so I just want to remove it.

Can someone explain how to change the layout of the actionbar buttons from the default 3x4 to 4x3? There is a post in this thread from earlier that does answer the question using an image that is no longer available. Can someone answer using words so the future can work with this UI pack as well ...
