I've always had issues with the launcher, if you can't connect, close it and re-open it. if problems occur repeat.
Or try Je Fawks launcher.

Why is the server population so low at the moment?
I'm sure that we're all aware that the last few days have been painful for the RoR community (if you didn't know the server has been down due to DDOS) I'm kind of worried that its hurt the community too much and people are having the thoughts of "I can't be bothered anymore" Which obviously should ...
