Return of Reckoning

So a new account needs all previous peices to progress to next tier or..... am i wrong? I heard that some players only need boots and gloves...???? Is this posted anywhere how the new system works? Thanks in advance

I was looking at tanking builds and was wondering if dodge is even needed for order? Am I correct to assume that the only class that launches ballistic attacks on destro is squig herder? While order has WH Engi and SH? So essentially an order tank can ignore the dodge stat?
