You need to be lvl 11 if iam not mistaken, and you have to visit a trainer to spend masterypoints (or even view the mastery trees). Trainers can be found in chapterhubs, warcamps and capitol cities.

True. But this game is with players comunnity. If people would vote to make sets for Scout's Medallions then devs should make it if most of people want it :)
