After some very very long testing i found a solution to this.
only issue is one is very drastic xD.

The issue seems to be a permission issue in windows, only problem is there is no clear fix for it even after changing the permissions and such.
and it seems that some "Windows Debloating software ...

make the game not need a programmer to download..

i just went through every step in the guide and still get 175k files to patch. im gonna try one more time if it dont work **** this game lol. offer a launcher that does the work.
