Great post overally but this part i feel the need to comment. There has been approaches like that, with groups that were to connect into community etc etc. Nothing of this has ever worked well. There has to be a clear design.

ofc - unless you are playing with corruptive power build there is not much reason to run fort weapon

as far as hand of malal, the reactionary proc doesn't stack with suppression so it's not worth it over other options

darkpromise weapons are also worth looking at on 2h tanks, mainly those ...

I did it with pve gear.

Breath of bubebolos main hand + threat shield from BB. Wounds talismans.

Better option for 500 war tokens is Smuggler shield with 2% block. I upgraded to this after a run or 2.
