I'm not sure about this but I think the proc "Reactionary" got tuned down for a lots of classes as the proc meta got a but tuned down.
In case of the chosen, the "Reactionary" proc is no longer stacking with the skill "Suppression", which is always avaiable for snb or 2h , no need to ...

Morale
- Shatter: Removed

The Balance Team has moved away from certain classes having too many Morale Abilities. Hence we remove Shatter from the Sorcerer. Of course, you can still use Focused Mind as an offensive morale option for AoE bombing.
