It's kinda funny you take early morning as evidence, when there is mostly PUG vs PUG gameplay at those hours (usualy PUGs can't use their tools properly), while yday mid day was like 5-12 for Destro. I like the idea's regarding the change, though I can't imagen how anyone could remotly defend plowing down time into these changes, that have a life span that should last for around 6 hours of gameplay, when there is other stuff like balancing the factions.

Top guilds also have a hard time to get a full WB together between 00.00-07.00 server time when the majority of the CS is happening

The percentages difference stays the same regardless of how many or few cities you count. I wrote typically, as the cities i participated in seem to avarage at 3 stars. And do not come crying about how unfair everything is to order as I proposed to give attackers invreased rewards as first option. ...
