How can I just add the cultivation seed planting shortcut to my screen

The Server and its connections havent changed.
Webserver Red for you and everyone else can play is an Internet Service Provider thing, or a change in your Firewall.
But I didn't change my IPS and my friend in my city (whose IPS is same with mine) can get online by psiphon and also turning off the ...

The webserver is red for me since 21/10/17
I mean after the hotfixes I cant get login
I tried to turn off the shields(like firewall) and also used vpn but it doesnt work and the webserver is still red
